Mr Nicholas Barrett has proposed selling their Majesties a small frigate now building at Shoreham. You are to consider the quality of this ship, whether she is likely to be a good sailor and fitting in other respects to be a man-of-war and, if so, you are treat with him about buying her and report to us on what terms he will sell her, giving your opinion on what is fitting to be done.
