In-letters and orders received by the Navy Board

In which the writer explains that the reason for the failure of the pumping engine in the WINCHESTER was due to a lack of the brass [components] that were in the engine at Portsmouth. Due to cost, parts had been made out of wood and leather and had shrunk causing the pump to leak. He claims to have found a better solution as a consequence and reviews the benefits.
