We direct you to cause a twenty oared Boat to be built immediately at Portsmouth, to be carried to the Straights by Sir George Rooke, and to be furnished with Masts, Oars, Sails and other necessaries, and a silk Union flag to carry in her.
If the Vessels which now tend on the QUEEN, ROYAL WILLIAM, NEPTUNE and VANGUARD are not fit to accompany them to the Straights, you are to discharge them and replace them with others fit for such a voyage.
