Enclosure: Extract of a letter from Commissioner St.Loe in which he states that during winter boats supplying provisions often experience difficulty in reaching Warships [in port] from Plymouth; and opining that HM service would be better served if the Victualling Office was moved to Empycombe where ships conveniently water.
