In-letters and orders received by the Navy Board
Great concern is expressed over the readiness of ships for service in the Channel - reports having been received that the enemy is further advanced in its plans for the forthcoming Summer, particularly at Toulon and in British home waters; and urging that ships designated for Channel service should be put in a higher state of readiness to combat moves against the Crown. An Order is given for a Commissioner to be appointed to carry out weekly inspections in the Thames and Medway in order to monitor progress in preparing ships for war and to report accordingly. Similarly, ships fitting out in Portsmouth must not be delayed in going to sea for lack of victuals. Meanwhile, the Comptroller of the Navy has reported that he has little money left to pay the crews of ships destined for sea as the Men refuse to accept certain coinage. Instructions are given for the Navy Board to obtain an alternative form of currency from the Treasury. The Board is similarly instructed to deal quickly and efficiently with the complaints of Marines who are demanding their wages in full without deductions for clothes as they have not received any; and urging that care be taken not to pay seamen their wages before their ships reach Spithead in order to prevent desertion.
