Enclosure: Copy of a letter from Captain Edward Windsor Commander of the EXPRESS Advice Boat in Cattewater in which he describes in detail his experiences at sea since leaving and returning to Cattewater including being chased by a Privateer and of experiencing very heavy weather including the risk of foundering. He continues by describing a visit from Commissioner St. Loe and a [ship] builder which resulted in alterations to the ship being proposed, the removal of four guns and an instruction to carry less water. He continues by stating that all during the recent bad weather the vessel leaked. Continued in Item 114.
