Urging every effort to be made in fitting and storing ships at Chatham and putting aboard their provisions; and ordering every assistance to be given to HM ships destined for the Nore from Blackstakes including using the Ordinary and Riggers from Chatham hiring extra labour if required. The work is to be carried out by day and by night.
