In-letters and orders received by the Navy Board
The gates of yard would not have been denied to the Officers of the yard if there had been the least occasion for them to go out, but they have much better means to do their duty than by going in and out of gates. They can call to the Watchman from the platform that overlooks the wharves and docks and Sir George Rooke, lately at Sheerness, could confirm what I have answered.
