In-letters and orders received by the Navy Board

We have received two memorials from the officer of the Marine regiments and a letter from one of the agents, Mr Harnage, about their miserable condition of the officers for want of pay. We send you a copy of these letters, which you are to consider and report to us your opinion of what is proper to be done.
