Phineas Bowles is to be appointed Secretary of His Majesty's Fleet, both in war and peace, with the salary of £450 per annum for himself and clerks. You are directed to sign bills quarterly on the Treasurer of the Navy as the salary shall become due, to commence from 16 November 1696 the date of his commission.
