Understanding by a letter from Captain Townsend, Commander of the IPSWICH, that you have given him some encouragement that his Men will be paid part of their Wages before they proceed on their intended voyage, the Admiralty Commissioners have commanded me to write to you to know what hopes you have given them, and when you propose to pay them, and to what time.
