In-letters and orders received by the Navy Board
Upon consideration of the present great scarcity of Provisions, we have given directions that no Provisions which may be saved by Seamen out of their allowance be permitted to be sold by them to Merchant Ships or otherwise disposed of out of the Fleet.
We direct you to consider and opine whether it may not be convenient to settle some standing price, and what for the Pursers to allow the Seamen for such Provisions as they shall so save.
