In-letters and orders received by the Navy Board
Colonel Richards writes that the vessel carrying stores for the Bomb Vessels at Spithead is detained in the River. Consequently, the Bomb vessels are short of stores. Until she arrives the necessary stores are to be supplied from Portsmouth.
