In-letters and orders received by the Navy Board
Several men have been turned over from Great Ships to other ships and borne on the books thereof for victuals only. These ships having been sent to sea, it is necessary that the men turned over are now borne for wages as well as victuals. But those men turned over to other ships to prevent their escaping while their own ships are being refitted are only to be borne for victuals and not wages.
