The LINCOLN, one of the ships in the squadron to go to the West Indies under the command of Captain Meese, is arrived at Spithead and under orders to proceed to the Downes. You are directed to give orders to the Commissioners of the Victualling to supply her with provisions for the voyage and if she has not taken on board all her naval stores at Plymouth she is to be supplied with these also.
