Your letter of 8 February gives us an account that the Pursers of His Majesty's ships, because they are not paid their necessary money, nor balance bills either for their petty warrant, or sea accounts, cannot supply the ships with necessaries nor of buying the seamen's short provisions, so that they are sold out of the ships in a shameful manner. You are directed to give strict orders to the Commissioners of the Victualling that they pay the Pursers their proper necessary and extra necessary money, and also their balance bills, so that the selling of provisions out of His Majesty's ships is prevented. The Captain of EXPRESS advice boat at Dover, advises us that he cannot furnish the vessel with necessaries and you are directed to have the Commissioners of the Victualling supply him with money or credit to enable him so to do.
