By an Act of Parliament for the Increase and Encouragement of Seamen, licences are to be given to any landsmen who wish to apply to serve in merchant ships and which shall be a protection against impressment for a period of 2 years following the date of the licence. Declarations in respect of Francis Harman, Thomas Johnson and John Harris [not dated].
