Francis Harman, aged 36, following the profession of weaver, wishes to apply himself to the sea according to the Act of Parliament for the Increase and Encouragement of Seamen. He has a licence for 2 years and all officers of His Majesty's ships are required to take notice and not to impress him. His licence is dated 3 February 1696.
