Upon consideration of our discussion yesterday about the girdling of the VICTORY, and the masting and yarding of His Majesty's ships, you are directed to consider whether the present rules of the proportions of masts and yards should be altered. You are to report to this Board as soon as possible, your opinion of what is to be done.
