Lieutenant Gibbon was appointed 2nd Lieutenant of the ROCHESTER. It appears from his letter that he followed her from Port to Port to get aboard her, but failed, as she passed by Plymouth on a voyage to Portugal before he got to Plymouth.
Upon consideration we direct you to cause him to be paid as 2nd Lieutenant of this Ship from the date of his Commission, provided no other 2nd Lieutenant was borne.
