I am commanded by the Admiralty Commissioners to send you herewith ninety four Petitions for taking off Q's and R's from several Seamen mentioned in the accompanying list. You are to examine these and state the case and matters of fact to the Commissioners, except those that you have already examined and come to a final determination.
