The Admiralty Commissioners have received a Paper from a person who says he borrows the name of Matthew Jones, in which he accuses Mr Done, late Muster Master at Liverpool, of several evil practices. The Admiralty Commissioners have commanded me to send you a Copy of the said Paper, and they direct you that with as much privacy and dispatch as possible you make a strict enquiry into the matter, and let them know your findings.
