The Admiralty Commissioners have considered your letter of the 23rd inst. and of the extract of one from the Plymouth Commissioner in which he proposed more Men for the WINCHELSEA, ordered to be fitted and employed as a Guardship at that Port. They ask that you consider and propose to them what number of Men and Guns you judge proper for this Ship.
