In-letters and orders received by the Navy Board
We have considered your letter of 13 February, with the copy of one from the Commissioner at Plymouth, asking whether the WINCHELSEA guardship should be rigged and have a Purser. She should be completely rigged, but in because of the small number of men we do not think she should have a Purser.
