In-letters and orders received by the Navy Board
You are directed to give orders to Sir Cloudesley Shovell and Thomas Wilshaw Esq., to repair to Portsmouth and with officers of the dockyard, proceed to take a most careful survey of the condition of the docks and buildings and to report any defects and the cause thereof. You are to direct that they carefully inspect and report whether the works performed by persons contracted have been done as the contracts require. They are to note where defects are in works performed by contract and where this work has been performed since the time it was thought fit to discontinue work by contract.
