I have laid before their Lordships your report of 10 February together with a copy of Commissioner Greenhill's letter to your Board concerning the "R" put on Anthony Stockdale, a labourer lately belonging to Portsmouth yard. I am commanded to write to you know whether it is the practice of the Navy to "Run" workmen in the yards for more than the quarter's wages they "Run" in.
