In-letters and orders received by the Navy Board
Enclosure: Copy of a letter from Captain Hickman dated 23rd March 1698 in which he states that the he received a Commission to join the WINCHELSEA under Captain James Jessom; but before she was launched he was instructed to join the ELIZABETH Ketch, John Hume Master in order to press Men for service in the WINCHELSEA as, he claims, the Books of that ship will show. However, before the WINCHELSEA was launched he was appointed Lieutenant in the DUNKIRK for a voyage to the West Indies. He then states that in eventually applying for his pay he found that he had not been entered in the Books of the DUNKIRK but on the Tender only. He has been informed that in order for the matter to be resolved he must apply to the Admiralty for an Order. On the reverse is a Certificate from James Jessom of the WINCHELSEA dated 28th July 1694 attesting to Hickman's having been employed as Lieutenant in the ELIZABETH for pressing Men. Also appended on the reverse is a copy of a letter from Captain Thomas Cleasby stating that during his time as Lieutenant in the TIGER he was ordered by the Captain to press Men using a Tender in the Thames and as a consequence has no Books with which to make a claim. Despite having a Certificate and a Ticket he has also been advised been advised to apply to the Admiralty for an Order. Signed by Captain Hickman.
