In-letters and orders received by the Navy Board
Requiring the Guardships at Chatham, Portsmouth and Plymouth to be kept in greater readiness for service at sea by retaining their rigging and guns. Details of how they are to be officered and crewed are given. Emphasis is placed on the role of their boats in constant scouting. The vessels are to be regarded as no longer in Ordinary and are to receive a Master and a Surgeon.
