First part of a letter from Commissioner Greenhill at Portsmouth in which he explains that the concession granted to the poor of the Town to pick oakum for a living was withdrawn due to their dilatoriness in processing orders. He explains that he eventually secured the services of people in Newport, Isle of Wight by employing a Buoy Boat at no extra cost.
