Your letter of 2 October gave your opinion on the number of men and number and nature of guns, necessary to be established for the 5th Rate frigates now building, and also the MERMAID (altered to the same dimensions). On the quarter deck and forecastle 10 sakers; on the upper deck 20 six pounders; in the gun room 2 demi culverines. For the men 135 - war at home; 115 - war abroad; 90 - peace at home and abroad.
