In-letters and orders received by the Navy Board
William Higgins, Boatswain of the DRAGON, is to be appointed Lieutenant of the DARTMOUTH, to act by deputy during the time of his continuing at sea in their Majesties service. You are directed to have Robert Foster entered as Deputy Boatswain of the DRAGON accordingly and borne until William Higgins shall return from sea, or further order. His warrant is to be dated 5 October 1689.
