The enclosed is a copy of a representation of divers Coopers of the City of London sent from Sir John Nicholas by order of the Lords of the Committee for the Affairs of Ireland. I am commanded by their Lordships to send the same to you, and to let them know why the men mentioned are not paid what is due to them and whether money has not be furnished for this distinct from the Navy.
