I am commanded to send you the enclosed Copy of a Paper sent by Sir Charles Hedges relating to the King of Sweden's intention to obstruct the trade of Courland, it being the Admiralty Commissioners directions that you consider this and give your opinion as to how this action will be prejudicial to the Trade for Naval Stores.
