Enclosure: Copy of a proposal by John Freame Shipwright for building a Third Rate. He states that he has already built a Ship and two Ketches for the Navy in Yorkshire and that he has timber available in Norfolk that could be transported to Hull. He is also prepared to deliver the timber to Harwich where he is aware the Navy has a vacant Yard. He claims to have materiel available also at Harwich that may be used in refit work. He offers to build at rates favourable to the Crown despite the cost of goods having risen sharply. He states that should he be favoured with an order he will be able to produce a ship in time for the coming Summer and concludes by suggesting that as Royal yards are currently over-busy they will be unable to build another Third Rate in time for next Summer.
