In-letters and orders received by the Navy Board
A crisis has arisen over the manning of ships going to the Mediterranean. An Order is given for the immediate turning over of men aboard ships at Portsmouth into the ships of the Straits Squadron while making allowance for the numbers of Marines who are also detailed to make up the ships' middle complements. The turned over Men are to be paid.
