We direct you to give Orders to the Commissioners for Victualling their Majesties' Navy to hire and take up on the best terms they can, such number of Merchant Ships fitting to carry such part of four months victuals as their Majesties' Ships cannot conveniently take in, to be done as timely as possible to attend the Fleet when it goes to Sea.
