Document signed by Edward Russell, 1st Earl of Orford, 1653-1727, Admiral of the Fleet and First Lord of the Admiralty under King William III.

Sir Ralph Delaval, in his letter of 3 March, advises us that the pressed men brought on board their Majesties ships, are in want of bedding, notwithstanding that this has been frequently demanded. I am also advised that the dispatch of the ships at Blackstakes through the want of beer and provisions is much hindered. The Commissioners of the Admiralty having appointed £5,000 for defraying contingent charges of the fleet, you are directed to have this sum imprested to Mr Burchett, my secretary, as soon as conveniently possible.
