Your letter of 18 March advised of the failure of Sir Francis Wheeler, late Commander of the RUPERT and ABERMARLE, in several articles of the Lord High Admiral's Instructions. Sir Francis Wheeler having made application to this Board acknowledging his failure, and promising to be very careful in future in observing them in the ship he now commands, you are directed the have the wages due him paid.
