In-letters and orders received by the Navy Board
You have lately advised us of the failures of several Commanders of their Majesties' own and hired ships in their service, in not performing the Lord High Admiral's Instructions. It appears there has been a general failure in that article of the Instructions which directs that they send muster books to your office for their respective ships' companies. Notwithstanding that they are liable for penalties assigned by the Instructions, we think it fitting to remit such penalties this time and direct you to pay the wages due them. You are to advise them that they are not to hope for like pardon hereafter.
