Document signed by James Southerne, Secretary to the Admiralty, fl. 1690-1694.
Captain Priestman has informed the Secretary that none of the Flag Officers in the Fleet have been supplied with Signal Pennants and are unable to reply to signals issued by the Commander in Chief, Admiral Russell.
