In-letters and orders received by the Navy Board
A Commission was granted by Captain Robert Wilmot C in C in the West Indies on the 1st. May 95 for Mr John Hiskel to be 2nd Lieut. of HMS WINCHESTER, and another Commission dated 4 Sept. 95 for the said Hiskel to be made First Lieut. of the WINCHESTER. We desire him to be paid for the time he served in that ship if you have no objections.
