The bounds of HM Dockyard Plymouth are now about to be enclosed by a stone wall which takes away the greatest party of my garden,140ft. In length and 70ft. In breadth making my house (which recently cost me above £240 to build) more than £10 per. Annum less yield to me. I also had begun to build another house in the grounds which would have given me at least £12 p.a. I had dug the cellars and part of the walls, but am forced to quit the scheme as it is about to be enclosed within the yard walls (though my own land free for 16 years). I was advised by the Commissioner to apply to your Lordships and the Navy Board. As this small estate is my greatest dependence, I humbly beseech it not to be taken away without an allowance and satisfaction of the same. Signed Henry Wester a Plymouth householder.
