In-letters and orders received by the Navy Board
Admiral Edward Russell has sent us 2 papers from a Council of War held on HMS St. Michael on 8 January one of them containing several Rules and Methods they judge necessary to be established in future in the Royal Navy in time of war. The other (attached) proposing the numbers of several Officers to be carried on ships of various Rates, we require you to consider them and report back to us.
