We direct you to prepare and present to this Board an Estimate unto what time the Sums allowed by the House of Commons for Wages on the Estimate of the Charge of the Navy for the year, will pay the Ships of the third Rate, and under, reserving so much thereof as shall be needed for paying the first and second Rate Ships at their coming in the next Winter..
