In-letters and orders received by the Navy Board
We have received reports from you of several commanders who have not observed the General Printed Instructions annexed to their commissions. You have put a stop to the payment of their wages as is directed by the Instructions and we are well satisfied that you have advised us of their failures. When any of the commanders have borne any men for wages or victuals, other than they ought to have without orders from superior officers, you are to take care that the charge to their Majesties is made good out of the wages of the commanders. Enclosed list of 22 commanders commencing with Captain William Higgins of the NATHANIEL fireship, who had wages stopped for failing to observe the General Printed Instructions annexed to their commissions.
