Enclosing the Establishment of Ordnance for the new Third Rates to be built and informing that an instruction has been sent to Officers at Portsmouth Yard to immediately commence refitting the ST MARTIN Prize and requesting that a Warrant be sent to Portsmouth confirming that instruction. Also notifying the Navy Board that the Commissioners intend to start using their Barge and that a silk flag must be made ready.
