In-letters and orders received by the Navy Board
Requiring fifteen Ketches to be hired in addition to the number necessary to attend the Fleet, to be employed as H.M. directs. Forty Shallops are also to be built in Merchant Yards to designs provided by Captain Phillips. An Estimate of the cost of building all of these ships is to be submitted.
