In-letters and orders received by the Navy Board

The commanders in the fleet have lately made representation to this Board to remove the stop put on part of their pay, on account of their failure in performing Admiral Russell's instructions annexed to their commissions. You are directed to have the stop removed, they having promised to observe the instructions, which had been laid on the wages by our order. You are to continue to lay before us any such failures you shall find hereafter.
