Enclosing a copy of a letter from the Earl of Nottingham regarding the need to prepare an Estimate of the wages of the Men of the First and Second Rates and of Pressing and Conducting them as a matter of urgency. In order to ease the process and where it is decided to keep the Men in whole pay, it is proposed that half the Crew should be sent on two month's leave to alternate with the other half being absent from their ships, provided they are all back on board by the first of February next.
