Copy of an Opinion by the Admiralty in which they propose that in order to overcome manning problems during the coming Spring the Capital ships should be kept in pay over the Winter, with their Men taking leave on an alternating basis - as previously suggested - and proposing that the Crew's of lesser Rates be treated similarly.
